Vintage Novelty Spade Shaped Jam Spoon - EPNS

I am guessing that this piece of EPNS cutlery is a jam spoon?. It could be a honey spoon, or maybe even a sugar spoon?. There are no markings and I have no idea where it was made. Lovely leaf pattern on the "shovel" (see pictures).
