This has been in my family for decades but I don't know any real detail. I can't see any hallmark but all indications is that it is silver. Please check photos and ask any questions. The letters either PB or BB I think is a maker stamp? There looks to be an inscription that I can't really make out. If you need more photos please ask. Thank you!
