When you press the handles on top, the spring-loaded tongs underneath extend to grab sugar cubes. The inside of the tongs is clearly stamped with "THE S.O.S. PASCALLS PATENTS", "EPNS", "Pat 14048/15" (dating the patent design to 1915), and the makers/serial number "1030".
