Very cute 2 1/2 inch tall thousand eye blue mug/toothpick holder? I believe it may be a toothpick holder due to its size. Given its age, it is a nice condition. I do see some imperfections (visible/rough seams) in the glass, but that is common for glassware from this era. This was purchased from the estate of a depression glass enthusiast.
