Unusual Vintage 8" Silver Plated Ice /Absinthe Spoon, Mote Spoon, Cocktail Spoon

Searches suggest it is a Mote spoon, but the shape doesn't really fit, they are more pointed at the end. I wondered if it was a sugar sifter?. Or possibly an Absinthe spoon, for dripping water over your sugar cube into the drink?.
