Antique 17th century Charles II button, loop intact

Two clasped hands under a crown commemorating the marriage of Charles II to Catherine of Breganza. Mid 17th century The loop is intact but there is metal loss to the rim. I'm not sure what it is made of. Is tin a possibility?
